United Russia holds a commanding lead in trader consensus for the largest net seat gain in the September 2026 State Duma elections, driven by its status as the incumbent ruling party with Kremlin alignment, consistent polling leads of 40 percent or more, and strong performance in the 2025 regional contests where its candidates secured overwhelming majorities amid limited opposition participation. Recent developments reinforcing this include President Putin’s June decree confirming the 18–20 September voting window, the August Supreme Court disqualification of Yabloko from the ballot, and structural features of Russia’s mixed electoral system that favor established pro-Kremlin parties. New People trails as the next most favored for incremental gains, while other listed parties face significant barriers from fragmentation and regulatory hurdles.
