Spain's status as defending 2024 European champions, combined with squad continuity and strong showings in recent international windows, underpins its leading 22.5% implied probability. France and England sit close behind at 17.5% and 15.5% due to deep talent pools, consistent Nations League and World Cup results through 2026, and favorable qualifying paths despite England's lack of automatic host qualification. Portugal, Germany, and the Netherlands follow in the 6.5–9.5% range on the strength of experienced cores and recent form, while Norway's rise reflects standout individual performances. The tight clustering among the top five reflects the parity across Europe's elite national teams, where minor shifts in fitness, coaching adjustments, or early qualifying results can quickly reshape consensus ahead of the 2028 tournament co-hosted across the British Isles and Ireland.
