Both governments have signaled openness to renewed bilateral talks on strategic offensive arms, with U.S. officials emphasizing a modernized framework that could incorporate verification measures and address nonstrategic systems while Russia has called for preconditions-free dialogue. Geopolitical tensions tied to the Ukraine conflict continue to constrain progress, as do U.S. preferences for including China in multilateral stability discussions. Any near-term deal would likely require resolution of verification disputes and alignment on numerical caps amid ongoing nuclear modernization programs by both parties.
