The U.S. Embassy in Damascus has remained closed since 2012, with the Czech Republic serving as protecting power. Trader views reflect progress toward resumption following the December 2024 fall of the Assad regime, normalized engagement with the al-Sharaa transitional government, and the May 2025 raising of the U.S. flag at the ambassador’s residence by Special Envoy Tom Barrack. February 2026 congressional notification of a phased reopening plan, combined with sanctions relief and the August 24–25, 2026 formal removal of Syria from the U.S. state sponsors of terrorism list after the 45-day review period, has further improved conditions for diplomatic operations. Full reopening still hinges on security assessments, staffing decisions, congressional funding, and broader regional diplomatic priorities, including recent restaffing at other Middle East posts.

Any opening of a U.S. embassy in Damascus will qualify regardless of its exact location.
Announcements that do not clearly commit to opening an embassy, such as general diplomatic statements, exploratory comments, or partial/conditional steps, will not count.
The resolution source will be official statements from the Governments of the U.S. and Syria; however, a consensus of credible reporting will also be used.
