Democrats blocked extensions partly in response to President Trump’s acting DNI appointment of Bill Pulte, while Republicans prioritized uninterrupted intelligence collection. Existing FISC certifications allow continued data acquisition through March 2027 regardless of statutory lapse, reducing immediate operational pressure but leaving long-term authority uncertain. Traders are watching for new bipartisan legislation, House and Senate reform proposals, and any DNI-related political shifts that could break the impasse or extend the program.
