Kevin Kiley, the independent incumbent who switched party affiliation ahead of redistricting that shifted the Sacramento-area district leftward, leads early returns from the June 2 top-two primary with roughly 25 percent of the vote. Multiple Democrats, including former state Sen. Richard Pan and Sacramento County DA Thien Ho, split support in a crowded field, while little-known Republican Michael Stansfield unexpectedly contends for second place. Vote counting continues with thousands of ballots outstanding, and Democratic-leaning late mail ballots could narrow gaps. The top two finishers advance to the November general election regardless of party.
