Trader consensus on Polymarket reflects a 64% implied probability against SpaceX achieving fully reusable Starship operations before 2027, driven by persistent challenges with the Starship upper stage despite milestones like the first Super Heavy booster reuse in May 2025 and FAA approval in February 2026 for up to 44 launches and 88 landings annually. Elon Musk expressed high confidence in February that the V3 design will enable full reusability, but recent delays pushed its debut from early 2026 to April, with the next integrated flight test now slated for mid-May. Upper stage reentry and landing hurdles, combined with historical timeline slips in reusable launch vehicle development, fuel skepticism amid the tight eight-month window to year-end, though rapid testing iterations could shift sentiment.
