Official Korea Meteorological Administration guidance and ensemble model consensus point to clear, high-pressure conditions over the Seoul-Incheon region on September 21, supporting a daytime maximum near 28–29 °C—roughly 2–4 °C above the late-September climatological average. Light northerly winds and minimal cloud cover limit mixing and keep surface heating efficient, while dew points in the mid-teens Celsius cap extreme warmth. Recent model runs show tight agreement on this range with little day-to-day shift, producing the market’s heavy weighting toward 28 °C (47.5 %) and 27 °C (34 %). The modest probability on 29 °C captures residual uncertainty in exact station readings and any late-afternoon boundary-layer adjustments before official verification.
