Midterm turnout expectations remain tightly clustered around 115-125 million House votes because historical patterns show participation typically falls 10-15 points below presidential years, while current polling reveals a modest Democratic enthusiasm edge in voting intent that offsets typical Republican base advantages. With President Trump's approval near 45 percent and generic ballot leads favoring Democrats by 4-7 points, mobilization of lower-propensity voters—particularly working-class Republicans—faces structural hurdles compared to higher-propensity educated Democratic cohorts. Special election results and intent-to-vote surveys underscore this dynamic without yet producing decisive separation. Late-cycle developments such as intensified get-out-the-vote spending, shifts in economic sentiment, or major campaign events could widen the range by altering base participation rates ahead of November.
