Elizabeth Roy, the incumbent mayor of Whitby, Ontario, holds the leading position in the October 26, 2026 municipal election market at 69.5 percent implied probability, ahead of regional councillor Chris Leahy at 29 percent and Harshini Rajmohan at 2.6 percent. Roy’s advantage stems from her first-term record on infrastructure delivery, including progress toward a new hospital, the Fieldgate Sports Complex opening, Fire Station 6 groundbreaking, and waterfront revitalization, alongside completion of most items in the community strategic plan. Leahy’s candidacy, announced amid prior code-of-conduct findings, positions him as the main challenger in a race shaped by council divisions. Nominations closed in August with only these three candidates confirmed for mayor, and traders appear to weigh Roy’s incumbency and visible project momentum against Leahy’s established local profile as the primary factors in current pricing.
