**Cloud cover, persistent rain, and southerly flow from an approaching upper-level low are the main drivers keeping Seattle's September 13 high temperature centered in the low-to-mid 60s.** Official and model guidance from NWS, local forecasters, and ensembles consistently show widespread morning rain tapering to scattered showers or drizzle by afternoon, with highs near 64–67°F—well below the 71°F climatological average. The tight 64–65°F (31%) versus 62–63°F (30%) split in market-implied odds reflects uncertainty in the precise timing of heaviest precipitation and any late-day clearing that could allow modest warming. Stronger southerly winds and high humidity further limit daytime heating, while historical analogs for similar late-summer systems support suppression into the mid-60s rather than the upper 60s or low 70s. Traders are effectively betting on the consensus forecast envelope while acknowledging small upside risks if rain ends earlier than expected.
