Incumbent Democrat Judy Chu secured the top spot in the June 2, 2026, primary for California's 28th congressional district with roughly 59 percent of the vote, advancing to face Republican April Verlato in the November general election. The district's partisan composition, reflected in a Cook Political Report rating of Solid Democratic and a history of double-digit margins for the incumbent, underpins trader consensus favoring the Democratic nominee. Chu's consistent performance in prior cycles and the limited Republican primary showing further anchor this positioning. While a significant national shift or unforeseen candidate-specific development before November 3 could narrow the gap, the current primary outcome and district fundamentals limit realistic paths for the Republican candidate to prevail.
