US-Cuba economic negotiations have shown limited momentum amid escalating US sanctions and an energy-focused embargo. The Trump administration issued executive orders in January and May 2026 authorizing tariffs on oil suppliers to Cuba, expanded designations on tourism and state entities in July, and pursued other pressure measures following the cutoff of Venezuelan oil shipments. Early 2026 diplomatic contacts and public statements about potential deals gave way to Cuban reports of stalled talks by June, with no major agreements or sanctions relief reported since. These developments, alongside Cuba’s ongoing economic challenges, shape trader assessments of timelines for any formal economic accord.
