The move followed UN Security Council Resolution 2803 and U.S. funding notifications exceeding $200 million, yet actual deployment remains stalled pending Hamas disarmament, NCAG governance transition, and per-contingent Israeli approvals. Hamas retains control over significant territory under the post-October 2025 ceasefire, while Israel maintains the "Yellow Line" buffer and conditions any broader IDF withdrawal on verified demilitarization. These structural barriers, combined with ongoing low-level strikes and reconstruction delays, keep probabilities for near-term full-scale intervention moderate despite the formal framework and contributing-country pledges.
