Texas's 21st congressional district carries a Cook Partisan Voter Index of R+10 and delivered an 11.5-point margin for the Republican presidential candidate in 2024, establishing a durable structural advantage. Following the open-seat contest created by Chip Roy’s decision to seek statewide office, Mark Teixeira captured the Republican nomination in March with roughly 61 percent of the primary vote and endorsements from President Trump, House Majority Leader Steve Scalise, and other party leaders. Democrat Kristin Hook won her primary but faces the same partisan headwinds. Forecasters rate the seat Solid or Safe Republican, and models project a double-digit margin. The 93 percent Republican consensus in the market reflects these fundamentals. Only an unforeseen scandal, health event, or dramatic national shift in the final weeks could realistically alter the outcome before November 3.

A candidate's party will be determined by their ballot-listed or otherwise identifiable affiliation with that party at the time all of the 2026 House elections are conclusively called by this market's resolution sources. A candidate without a ballot-listed affiliation to either the Democrat or Republican parties will be considered a member of one of these parties based on the party with which they most recently expressed their intent to caucus at the time all of the House elections are conclusively called by this market's resolution sources.
This market will resolve based on the result of the election as indicated by a consensus of credible reporting. If there is ambiguity, this market will resolve based solely on the official results as reported by the United States government, specifically the Federal Election Commission (https://www.fec.gov/).
