Maryland's 3rd congressional district maintains a strong Democratic lean, reflected in nonpartisan race ratings classifying the seat as safe or solid for the party ahead of the November 3, 2026 general election. Incumbent Sarah Elfreth secured the Democratic nomination with roughly 75 percent of the primary vote in June, building on her 2024 victory in the open seat. Republican nominee Berney Flowers, a retired Air Force officer, advanced with under 50 percent in a fragmented primary but faces a substantial fundraising deficit. These structural factors, including the district's voter composition across Howard and Anne Arundel counties, underpin trader consensus on Elfreth's position. Late developments such as a major scandal, unexpected national political shift, or candidate health event could still alter the outcome before Election Day.
