Missouri voters will decide Proposition A, a veto referendum on House Bill 1, the Republican-drawn congressional map passed during a 2025 special session and used in August 2026 primaries. The Missouri Supreme Court unanimously ruled on September 3 that the measure qualifies for the November 3 ballot and suspended the new lines until voter approval, reinstating the 2022 map for the general election. Subsequent federal proceedings and U.S. Supreme Court stays have not altered the referendum’s placement. Trader consensus favoring rejection at 57 percent reflects the map’s partisan origins, over 300,000 signatures gathered by opponents, Missouri’s historical pattern of voters blocking legislative redistricting via referendum, and the measure’s framing as a mid-decade adjustment ahead of the midterms. Legal appeals remain pending but have not shifted the core contest.
