Prime Minister Netanyahu stated that Israeli forces will not withdraw until Hamas achieves full disarmament, directly contradicting the July 31 deal that tied phased IDF pullback to Hamas weapons decommissioning and an International Stabilization Force. Israeli strikes on August 3, killing at least 17, further signaled persistent hostilities despite the October 2025 ceasefire. Although UN Security Council Resolution 2803 authorized the ISF and a few nations including Uganda and Indonesia have signaled limited troop contributions, deployment remains stalled at minimal levels amid mandate uncertainties and lack of broader multilateral commitments. These frictions sustain modest probabilities for any substantial foreign stabilization presence through year-end.
