California voters face Proposition 38 on the November 2026 ballot, an initiative authorizing $8.4 billion in general obligation bonds for immunology and immunotherapy research, with half allocated to a University of California-affiliated institute and the balance for grants to other public and nonprofit institutions. At least half the funds target cancer, heart disease, and Alzheimer’s research, alongside requirements for below-average pricing on resulting therapies and revenue sharing to offset costs. Trader consensus favoring rejection at 58% reflects concerns over the projected $500–600 million annual General Fund repayment burden for roughly 20 years, alongside critiques that eligibility criteria effectively direct substantial resources to one pre-existing UCLA-linked center backed by a primary proponent. Recent qualification for the ballot and competing state research funding proposals have not shifted sentiment toward passage amid broader fiscal caution.
