Democratic incumbent Henry Cuellar secured his party's nomination in the March 2026 primary for Texas's 28th congressional district, positioning him against Republican nominee Tano Tijerina, who advanced from the GOP primary. The South Texas district, which includes portions of the U.S.-Mexico border and has a Cook Partisan Voting Index near R+3, has shown competitive general election dynamics in recent cycles. Trader consensus reflected in the current odds emphasizes Cuellar's incumbency advantages, including name recognition and established voter base, over the Republican challenger's recent primary momentum. No major developments have altered this positioning in the past 30 days, with the November 3 general election still months away.
