California voters will decide Proposition 38 on November 3, 2026, an initiated statute authorizing $8.4 billion in general obligation bonds for immunology and immunotherapy research, with half allocated to a UC-affiliated institute meeting detailed criteria and the rest via competitive grants focused on cancer, heart disease, and Alzheimer’s. Trader consensus around 58.5% yes reflects broad support for medical research funding alongside pushback over the measure’s scale, long-term General Fund repayment costs, and provisions that analyses indicate were structured to direct substantial resources to one specific nonprofit backed by its major donor. Recent reporting on the tailored eligibility rules and endorsements from disease advocacy groups have shaped positioning ahead of the fall campaign.
