California’s Proposition 1, the Veterans and Affordable Housing Bond Act of 2026, authorizes $11.25 billion in general obligation bonds for affordable rental housing, homeownership programs, and homelessness solutions, placed on the November 2026 ballot after legislative passage of SB 417 and gubernatorial signature in June. Broad coalition support from Democratic lawmakers, labor, business, local governments, and housing advocates, combined with the state’s documented shortage of affordable units, underpins the 63% Yes trader consensus. Limited organized opposition, primarily from Republican legislators citing added state debt, and the measure’s focus on replenishing exhausted programs contribute to moderate but not overwhelming odds. No recent statewide polls have shifted the implied probability materially since qualification.
