The closely contested odds around Proposition 42 reflect voter divisions over constitutional limits on new state personal property taxes and retroactive measures enacted after January 1, 2026, set against efforts to maintain flexibility for revenue-raising initiatives. The measure would block taxes on retirement holdings, financial assets, and business interests while restricting liability based on pre-enactment conduct or residency status, directly intersecting with the concurrent wealth tax proposal that applies retroactively to billionaires. Recent developments include the proposition's qualification for the November 2026 ballot, federal legislation addressing retroactive taxation on former residents, and ongoing legal analysis of due process challenges to similar measures. Competitive balance stems from differing priorities between fiscal restraint and funding for public programs, with outcomes potentially shifting based on polling trends, campaign messaging on tax burdens, and turnout among key voting groups before election day.
