Rising U.S.-China tensions and regulatory uncertainty around CXMT’s placement on the Pentagon’s 1260H list drive the market’s strong “No” consensus. Apple began lobbying the Trump administration in June 2026 for assurances that the Chinese DRAM maker would avoid the stricter Commerce Entity List, amid AI-driven memory shortages that forced product price hikes. While Apple has conducted limited testing and early talks focused on China-market devices, no supply agreement has been confirmed. Congressional opposition, CXMT’s near-full capacity through 2027, and the risk of sudden licensing restrictions continue to outweigh cost pressures, leaving any 2026 purchase highly contingent on White House approval that remains uncertain.
