California voters face competing November 2026 ballot measures on taxation, with Proposition 42 seeking to amend the state constitution to bar new levies after January 1, 2026, on ownership or control of retirement accounts, financial assets, business interests, and other personal property, while also restricting retroactive taxes tied to pre-enactment conduct or residency. The measure, qualified in June 2026 and backed by business interests, includes provisions designed to prevail over conflicting initiatives such as the proposed one-time wealth tax on billionaires. This creates a closely balanced contest, as trader sentiment at roughly even odds reflects uncertainty over voter priorities between protecting savings and generating targeted revenue amid state budget constraints. Developments that could shift probabilities include campaign spending patterns, polling on asset taxation, turnout dynamics, or legal analyses of the competing measures' interaction rules.
