Proposition 41, the Tax Spend Audit Proposition, qualified for California's November 3, 2026 ballot in late June after collecting sufficient signatures. It mandates pre-election audits by the state auditor for citizen-initiated special taxes and recurring performance reviews for new or increased special taxes enacted after January 1, 2026, while prohibiting exclusions from the Gann spending limit. The measure directly counters competing tax proposals on the same ballot, including a billionaire wealth tax, by ensuring new revenues count toward constitutional spending caps and face effectiveness reviews. With "Yes" trading near 56% on prediction markets, traders appear to view the initiative as a modest favorite due to its alignment with existing fiscal restraint frameworks and limited organized opposition to date, though the outcome remains sensitive to broader voter sentiment on tax measures in the final months.
