Israel’s security cabinet approved a limited legal framework in late July 2026 for a small initial contingent in non-Israeli-controlled areas, yet full deployment remains stalled pending Hamas disarmament, Israeli withdrawal timelines, and individual approvals. Ongoing Israeli strikes and buffer-zone expansions since the October 2025 ceasefire have killed over 1,000 Palestinians, while reconstruction and governance talks in Cairo and with the Board of Peace show limited progress. No qualifying foreign security personnel have entered Gaza territory to date, keeping near-term probabilities low amid persistent implementation barriers.
