California voters will decide Proposition 3 on November 3, 2026, which would amend the state constitution to make permanent the top marginal income tax rates (10.3% to 12.3%) on single filers above roughly $361,000 and joint filers above $721,000. These rates, originally enacted via Proposition 30 in 2012 and extended by Proposition 55 in 2016, generate $5–15 billion annually for K-12 schools and community colleges before scheduled expiration in 2031. The measure, backed by the California Teachers Association and other education unions, qualified for the ballot in June 2026 after signature gathering. Traders price Yes at 65.5% amid established voter support for education funding measures and organized labor mobilization, with revenue allocation and historical passage trends shaping the current implied probability ahead of the fall campaign.
