Proposition 43 would amend the California Constitution to require a two-thirds vote for citizen-initiated local special taxes, aligning their threshold with government-referred measures and restricting certain charter-city transfer taxes. Trader consensus against passage stems from organized opposition by local governments, public employee unions, and service advocates concerned about constrained revenue for infrastructure and programs. The measure resulted from a June 2026 legislative compromise that withdrew a stricter competing initiative, yet polling trends and past voter behavior on tax-limitation proposals show limited support for raising initiative hurdles. Fiscal analyses highlight potential revenue shortfalls for localities, with no major endorsements or events yet shifting momentum ahead of the November 2026 election.
