Massachusetts Question 3, also referred to as the Top-Two Primary Elections Initiative, is a ballot measure scheduled to appear in the statewide general election currently scheduled for November 3, 2026, which would eliminate partisan primaries and create a top-two advance election system in Massachusetts. This market will resolve to “Yes” if this ballot measure is approved as a result of the Massachusetts statewide general election currently scheduled for November 3, 2026. Otherwise, this market will resolve to “No”. If voting on the specified ballot measure does not occur, or the results thereof are not known definitively, by March 31, 2027, this market will resolve to “No”. Subsequent litigation or any failure to implement the measure will have no impact on the resolution of this market. A qualifying approval must clear any relevant numerical and turnout thresholds imposed by the relevant governing authority. This market will resolve based on a consensus of credible reporting. If there is ambiguity, this market will resolve solely based on official information from the State of Massachusetts, including the Massachusetts Secretary of the Commonwealth (https://www.sec.state.ma.us/).Massachusetts voters will decide Question 3 on November 3, 2026, which would replace separate party primaries with a single all-party primary advancing the top two candidates regardless of affiliation. The measure cleared its final legal hurdle in June when the Supreme Judicial Court rejected challenges from Democratic Party leaders. Trader odds remain near even because Democratic officials are divided—some moderates including Representatives Seth Moulton and Jake Auchincloss support the change, while party leadership and most state legislators oppose it, citing reduced party influence and potential advantages for well-funded candidates. Recent voter guides from Tufts and the Secretary of State highlight mixed evidence from California and Washington on polarization and turnout. Upcoming endorsements, campaign spending, and turnout patterns in the final weeks could shift the narrow balance either direction before election day.
