Missouri voters will decide Proposition A on November 3, 2026, a veto referendum on House Bill 1, the 2025 Republican-led congressional map enacted in a special session that adjusts lines in the Kansas City area. The Missouri Supreme Court unanimously ruled on September 3 that the referendum petition qualified for the ballot and barred use of the new districts in the general election absent voter approval, prompting Secretary of State certification on September 8. The state attorney general has appealed to the U.S. Supreme Court. Trader consensus slightly favoring rejection reflects Missouri’s historical pattern of voters blocking legislative redistricting measures via referendum, combined with strong opposition signature collection and the measure’s origin as a mid-decade partisan redraw.
