California voters will decide Proposition 1, the Veterans and Affordable Housing Bond Act of 2026, on the November 3 ballot. The $11.25 billion measure—passed by the Democratic-controlled legislature and signed by Governor Gavin Newsom in late June—authorizes $10 billion in general obligation bonds for affordable rental housing, preservation, homeownership programs, farmworker and student housing, and permanent supportive housing, plus $1.25 billion in self-supporting revenue bonds for CalVet loans. Recent endorsements from mayors across major cities and early polling showing 73% support among likely voters have reinforced trader expectations of passage. Housing affordability remains a dominant voter concern amid high median home prices and rent burdens, though general obligation debt repayment from the general fund introduces fiscal considerations ahead of the election.
