Heightened partisan mobilization around control of the House as a referendum on the Trump administration has kept 2026 midterm turnout expectations clustered in the 115-130 million range. Democratic primary participation has outpaced Republican levels in multiple states, including record shares in Texas, while special election results show consistent opposition overperformance and stronger enthusiasm metrics among Democratic-leaning demographics. These factors, alongside expanded mail and early voting access plus demographic shifts favoring higher-propensity groups, support totals above the 2022 baseline near 110 million. At the same time, fewer truly competitive districts after redistricting, historical midterm drop-off without a presidential contest, and Republican base mobilization efforts have prevented stronger upward separation in trader pricing. Late-cycle polling on motivation gaps and early voting data could still shift probabilities before November 3.
