Incumbent Democratic Rep. Henry Cuellar secured his party's nomination in the March 2026 primary and faces Republican Tano Tijerina in the November general election for Texas's 28th congressional district. Trader consensus favoring the Democratic nominee at 69% reflects the seat's historical Democratic lean, Cuellar's long tenure since 2005, and the district's South Texas demographics despite a narrow Republican tilt in recent presidential voting. The Cook Political Report has rated the race Lean Democratic, underscoring the challenger's path to victory in a competitive but incumbent-protected environment. With five months until Election Day, fundraising edges and primary turnout patterns continue to anchor current market probabilities.
