Hsieh Kuo-liang, the Kuomintang incumbent mayor of Keelung seeking re-election on November 28, 2026, holds an 85.5% implied probability as the leading outcome in this market. He secured his party's nomination for a second term after surviving a 2024 recall vote by a 55-45 margin and benefits from the city's historical KMT lean. The Democratic Progressive Party's nominee, Keelung City Council Speaker Tung Tzu-wei, trails at 11%, with a July 2026 Mirror Media poll showing Hsieh ahead 38.5-36% in a contest defined by local governance records, candidate registration deadlines in early September, and standard incumbency advantages in Taiwan local races. Other listed candidates register negligible support consistent with limited viability.
