Florida's 23rd congressional district, redrawn under the 2026 map signed by Governor Ron DeSantis, carries a Cook Partisan Voter Index of D+9 and receives Solid Democratic or Safe Democratic ratings from Cook Political Report, Inside Elections, Sabato's Crystal Ball, and Decision Desk HQ. Incumbent Democratic Representative Lois Frankel filed to run in the new boundaries and faces only token primary opposition ahead of the August 18 vote, while Republican primary contenders hold limited fundraising and visibility. The district's partisan composition, combined with the incumbent's established name recognition and fundraising edge, underpins the market's strong Democratic consensus. A late scandal, health issue, or unexpected national wave could still shift general-election dynamics before November 3, though forecasters view such outcomes as low-probability given structural factors.

A candidate's party will be determined by their ballot-listed or otherwise identifiable affiliation with that party at the time all of the 2026 House elections are conclusively called by this market's resolution sources. A candidate without a ballot-listed affiliation to either the Democrat or Republican parties will be considered a member of one of these parties based on the party with which they most recently expressed their intent to caucus at the time all of the House elections are conclusively called by this market's resolution sources.
This market will resolve based on the result of the election as indicated by a consensus of credible reporting. If there is ambiguity, this market will resolve based solely on the official results as reported by the United States government, specifically the Federal Election Commission (https://www.fec.gov/).
