California’s 48th congressional district shifted toward Democrats after mid-decade redistricting under Proposition 50, creating a modest voter registration advantage and a D+2 partisan lean in a seat previously held by retiring Republican incumbent Darrell Issa. The June top-two primary advanced Democrat Marni von Wilpert, a San Diego city councilmember, against Republican Jim Desmond, a county supervisor endorsed by President Trump. Recent polling, including a late-August SurveyUSA survey, shows von Wilpert narrowly ahead or statistically tied with Desmond amid 13% undecided voters and district disapproval of Trump near 55%. Forecasters rate the November contest lean or likely Democratic, aligning with trader consensus on the structural and registration factors favoring the Democratic nominee in this open-seat midterm race.
