Therese Terlaje and Vicente Ada advanced from their respective August 1 primaries to face off in Guam’s November 3 general election for governor, with Terlaje narrowly defeating the sitting lieutenant governor in the Democratic contest and Ada securing a stronger Republican nomination. Both candidates bring legislative experience—Terlaje as a longtime senator and former speaker, Ada as vice speaker—setting up a contest centered on economic recovery, tourism revival, workforce development, childcare costs, and healthcare access. A late-August candidate forum highlighted differing approaches to taxes, business incentives, and government services amid the post-incumbent transition. With roughly two months until voting and no dominant polling yet available, trader pricing reflects the closely matched partisan dynamics and limited separation between the nominees on key territorial issues.
