**Proposition 45**, a November 2026 ballot initiative backed by the California Chamber of Commerce and business coalitions, would amend the California Environmental Quality Act to impose strict deadlines on environmental reviews, limit alternatives analysis, and shorten court challenges for designated essential projects including housing, clean energy, water infrastructure, medical facilities, broadband, and wildfire mitigation. The measure qualified for the ballot in June 2026 after collecting sufficient signatures and has drawn early polling support near 73 percent among likely voters, reflecting widespread frustration with permitting delays. Environmental organizations oppose the changes, arguing they reduce safeguards and public input. These factors—ballot qualification, organized business support, and favorable initial surveys—underpin the current trader consensus reflected in the 71 percent implied probability for passage.
