California voters face Proposition 45 on the November 3, 2026 ballot, a citizen-initiated statute backed by the California Chamber of Commerce that would amend the California Environmental Quality Act to impose strict deadlines for environmental reviews and judicial challenges on designated essential projects, including housing, clean energy, water infrastructure, and wildfire resilience measures. The measure limits alternatives analysis and caps court proceedings at roughly 270 days while preserving core review requirements. It qualified for the ballot in June 2026 after gathering sufficient signatures, and recent polling shows approximately 73 percent support among likely voters amid ongoing concerns over permitting delays. Legislative activity in 2025 and 2026, including SB 131 and subsequent narrowing via SB 954, has sustained momentum for targeted CEQA streamlining without fully exempting projects. Trader consensus on passage reflects this combination of polling data, business coalition organization, and voter priorities on infrastructure timelines ahead of the election.
