California's persistent housing affordability crisis, with median home prices exceeding $900,000 and widespread rent burdens, underpins trader consensus near even odds on the Veterans and Affordable Housing Bond Act of 2026. The measure, placed on the November 3 ballot after legislative approval and gubernatorial signature in June, authorizes $11.25 billion in bonds—primarily $10 billion in general obligation debt repaid from the General Fund at an estimated $500–600 million annually for about 25 years—targeting multifamily construction, supportive housing, preservation programs, and veterans' home loans. Strong legislative majorities and endorsements from housing advocates reflect broad backing for addressing shortages, yet fiscal concerns over added state costs, competing ballot measures on homeownership, and typical voter caution on large bond issuances create competitive balance. Late campaign developments, turnout patterns among key demographics, or shifts in economic sentiment could alter the narrow implied probability.
