California voters will decide Proposition 42 on November 3, 2026, a constitutional amendment that would bar new taxes after January 1, 2026, on personal property such as retirement accounts, financial assets, and business interests while prohibiting retroactive taxation based on prior conduct or residency status. The measure directly counters a competing billionaire wealth tax initiative that applies retroactively to residents as of January 1, 2026. With the two proposals on the same ballot, conflicting provisions would be resolved by the measure receiving more votes. Trader sentiment remains nearly even as labor unions and business-aligned groups line up on opposing sides, campaign messaging emphasizes protection of savings versus revenue for public programs, and no dominant polling edge has emerged to shift implied probabilities materially ahead of the election.
