The southwest monsoon, or habagat, and associated cloud cover with scattered afternoon thunderstorms represent the dominant near-term influence on Manila's maximum temperature for September 23, moderating daytime heating through reduced solar insolation amid typical wet-season humidity levels near 75-85%. Official PAGASA guidance and ensemble forecasts indicate highs most likely in the 29-31°C range, consistent with September climatology of about 31°C, though breaks in cloudiness or delayed convection could allow brief spikes toward 32-33°C. Model consensus shows limited spread on steering patterns, with no active tropical cyclone threat inside the Philippine Area of Responsibility, leaving trader-implied probabilities clustered around 30-33°C outcomes due to these persistent moisture and stability factors ahead of final observational data.
