Recent court rulings, including the Missouri Supreme Court’s September 3 unanimous decision and the secretary of state’s September 8 certification, placed Proposition A on the November 3 ballot as a veto referendum on HB 1, the Republican-led mid-decade congressional map. A yes vote would uphold the new lines used in August primaries; a no vote would retain the 2022 boundaries. Trader sentiment favoring rejection reflects Missouri’s record of voters blocking legislative redistricting plans via referendum in 25 of 27 prior cases, the collection of over 300,000 signatures by opponents, and the map’s partisan adjustments in competitive areas such as Kansas City. Ongoing appeals to the U.S. Supreme Court and the measure’s November timing introduce remaining uncertainty for the outcome.
