Therese Terlaje and Vicente Ada advanced from their respective August 1 primaries to face off in the November 3 general election for Guam governor. The Democratic primary proved especially competitive, with Terlaje and running mate Sabina Perez edging Lt. Gov. Joshua Tenorio by roughly 450 votes after heavy spending by the latter. Ada and Edward Calvo secured a clearer Republican primary win. A late-August candidate forum highlighted shared priorities including economic recovery through tourism and workforce programs, childcare affordability, healthcare access, and addressing methamphetamine issues, with differing approaches on taxes and permitting. The narrow market spread reflects Guam’s partisan balance, term-limited incumbent dynamics, and limited general-election polling or major campaign shifts to date, leaving room for developments such as further debates, endorsements, or turnout efforts to widen the gap.
