Democratic incumbent Henry Cuellar holds a substantial lead in Texas’s 28th congressional district, where recent polling from Texas Southern University shows him ahead of Republican challenger Tano Tijerina 45 percent to 34 percent among likely voters. Cuellar secured the Democratic nomination and benefits from incumbency since 2005, local name recognition in the Laredo area, and a December 2025 presidential pardon that resolved federal bribery charges. The seat, redrawn to reflect stronger Republican presidential performance in 2024, still carries Lean Democratic ratings from Cook Political Report and Sabato’s Crystal Ball. These factors align with trader consensus pricing Democratic victory as the leading outcome ahead of the November 3 general election.
