California's Proposition 45 would amend the California Environmental Quality Act to impose tighter deadlines for environmental reviews and lawsuits on designated essential projects, including most housing, clean energy, water systems, health facilities, broadband, education, and transportation infrastructure. Business and housing advocates, including the California Chamber of Commerce and building industry groups, back the measure to reduce permitting delays and litigation costs that have slowed development amid housing shortages and infrastructure needs. Environmental organizations and some labor groups oppose it, arguing the changes limit alternatives analysis, public input, and judicial oversight. The narrow 53 percent implied probability for passage reflects this stakeholder divide, with voter sentiment likely hinging on turnout among housing-cost-focused constituencies versus those prioritizing environmental safeguards ahead of the November 3, 2026 ballot.
