Incumbent Republican David Rouzer, first elected in 2015 and unopposed effectively in the March 2026 primary after defeating a minor challenger, anchors trader consensus in North Carolina’s 7th congressional district. The seat carries an R+7 partisan voting index and received “Solid Republican” or “Safe Republican” ratings from forecasters including the Cook Political Report, Inside Elections, and Sabato’s Crystal Ball following the October 2025 redistricting. Democrat Kimberly Hardy, the unopposed primary nominee, faces structural headwinds in a district spanning eastern North Carolina counties with consistent Republican performance in recent cycles. Limited campaign finance reports and absence of late-breaking polling shifts or national wave indicators have kept implied probabilities stable ahead of the November 3 general election.

A candidate's party will be determined by their ballot-listed or otherwise identifiable affiliation with that party at the time all of the 2026 House elections are conclusively called by this market's resolution sources. A candidate without a ballot-listed affiliation to either the Democrat or Republican parties will be considered a member of one of these parties based on the party with which they most recently expressed their intent to caucus at the time all of the House elections are conclusively called by this market's resolution sources.
