Fundamental constitutional, legal, and geopolitical barriers explain the overwhelming trader consensus against Venezuela becoming a U.S. state. Statehood requires congressional legislation, presidential approval, and typically a local referendum or territorial status that Venezuela, as an independent sovereign nation with its own government and international relations, does not hold. No recent diplomatic, legislative, or policy developments have altered this baseline, keeping implied probabilities near certainty. Realistic scenarios that could shift odds remain highly remote, such as an unprecedented congressional initiative, major shifts in U.S. foreign policy toward annexation proposals, or extraordinary bilateral agreements, none of which have credible momentum or precedent in modern history.

An official agreement that is announced will suffice to resolve this market to "Yes", regardless of when it is slated to go into effect. If any territory that includes no portion of Venezuelan land is made the 51st US state within this market's timeframe, this market will immediately resolve to "No".
The primary resolution source for this market will be information from the government of the United States, however a consensus of credible reporting will also be used.
