Incumbent Democrat Judy Chu holds a commanding position in California's 28th congressional district heading into the November 3, 2026 general election, reflecting the seat's consistent Democratic lean, her long tenure since 2009, and strong primary performance. Chu captured over 62 percent in the June top-two primary against Republican April Verlato, a former Arcadia city council member, and another Democratic challenger. Nonpartisan forecasters rate the race Solid or Safe Democratic, citing the district's voter registration edge and recent presidential results favoring Democrats by more than 20 points. Trader consensus in the market aligns with these structural factors and the absence of competitive polling or developments that would indicate a shift. Late-breaking events such as a major scandal, health development, or unusually strong national Republican wave remain the primary theoretical paths to altering the outcome, though none have materialized in recent months.

A candidate's party will be determined by their ballot-listed or otherwise identifiable affiliation with that party at the time all of the 2026 House elections are conclusively called by this market's resolution sources. A candidate without a ballot-listed affiliation to either the Democrat or Republican parties will be considered a member of one of these parties based on the party with which they most recently expressed their intent to caucus at the time all of the House elections are conclusively called by this market's resolution sources.
This market will resolve based on the result of the election as indicated by a consensus of credible reporting. If there is ambiguity, this market will resolve based solely on the official results as reported by the United States government, specifically the Federal Election Commission (https://www.fec.gov/).
